Why not? Would one rather it be in the hallway, or in a park? This country is terribly scared of sexual activity of any sort. Why is that? Especially since our economy runs on sex.
Unsuspecting people, especially children, should be able to walk into a public restroom (or down a hallway or through the park) without being exposed to someone else's sexual activity.
