What is old tricky Rock Island County Richard 'Dick' Leibovitz the County Clerk doing? What the rest of the sheep in the County clerks assoication tell him to do?

In Rock Island County we mark paper ballots which we then feed into optical scanners so that the vote totals can be reported quickly but the paper ballots can, presumably, still be used for a manual recount. What is the rest of Illinois doing?
